Expertise France is the public agency for designing and implementing international technical cooperation projects. The agency operates around four key priorities : - democratic, economic, and financial governance ;- peace, stability, and security ;- climate, agriculture, and sustainable development ;- health and human development ;In these areas, Expertise France conducts capacity-building initiatives and manages project implementation, leveraging technical expertise and acting as a project coordinator. In addition, regular exchanges with the team will be expected on the progress of the missions and possibly the difficulties encountered. Raqameyon is a 1-year project funded by the French government and implemented by Expertise France in collaboration with the Libyan government.The project's overall objective is to support the digital transition in Libya by contributing to the diversification of the job market, focusing on the digital economy.More specifically, the project aims to support the creation of employment opportunities in the digital sector by disseminating digital skills among various audiences and supporting the development of local training and digital capacity-development programs.The main objective of the project’s first component (C1) is to build and / or enhance the capacities and visibility of selected training companies in providing digital training to different beneficiaries.  The selected 8 companies (2 from Tripoli, 2 from Benghazi, 2 from Sebha, and 2 from Misurata) will receive a 2-week (ToT) training from Expertise France. Afterward. They will provide 36 weeks of training in Microsoft Pack Office (Word, Excel, PowerPoint, Outlook) to different types of beneficiaries (civil servants, women, graduates, and private sector employees).This tender’s objective is to provide media coverage of this activity in the cities of Tripoli, Benghazi, Sebha, and Misurata. - Number of experts for the mission : 1 or 2- Profile of the company in charge of the execution of the contractThe company should be : - specialized in media production- have, at least 2 years of working experience in the field, portfolio should have at least 3 videos to look at (at least one should be infographics)- have the ability to come-up with creative scripts as needed- have the ability to work in challenging environment with tight deadlines;- have an international bank account - General objective A production company will be selected to cover the activities of this component and follow the ToT and training boot camps in 4 cities (Tripoli, Benghazi, Sebha, and Misurata).- Specific objective The production company will work on providing the following services : - Provide printing of 16 roll-ups (2 per company) and deliver them to the 8 training companies in the 4 cities.- Provide photography and videography of the ToT training (Min 2 days)- Provide photography and videography of the training implemented by the 8 companies (1 day per month per company)- Take videos (interviews) of some participants and trainers- Produce a (3-5 minutes) video at the end of the program merging all the training and interviews to highlight this activity.- Results to be achievedRoll-ups printed and delivered to participating companies, Pictures of all trainings to be sent during the training,  and a (3 to 5 minutes) video summarizing the activity and testimonials from students and trainers. The video should follow the graphic chart required (watermark, subtitles, logos). - Implementation period : July 2023 – February 2024- Starting date : 09 / 07 / 2022- Ending date : 29 / 02 / 2024- Effective duration of the mission : 8 MonthsSelection criteria : - Portfolio 60 %- Financial offer 40 %Total = 100%
